Socially Oriented Noncommercial Organizations

The present section illustrates the Ministry’s activity directed to support of socially oriented noncommercial organizations, promotion of social partnership, civil society institutions, charity and voluntary work.

The section represents guidance materials, approved or developing normative legal acts, information and analytical materials.

One of the priorities of the Concept for the Long-Term Social and Economic Development of the Russian Federation for the Period till 2020 approved by the Regulation of the Government of the Russian Federation No. 1662-r of November 17, 2008 is civil society institutions development. Concurrently, the Report on effects and core activities of the Ministry of Economic Development of the RF included civil society institution development into the list of activity tasks of the Ministry. Besides, one of the activity tasks of the Ministry is charity and voluntary work support that is realized within the bounds of the Concept for the Promotion of the Charity and Voluntary Work in the Russian Federation approved by the Regulation of the Russian Federation Government No. 1054-r of July 30, 2009. One of the significant directions of charity and voluntary work promotion is social advertizing institution development.

Taking into account that the Ministry of Economic Development of Russia is a federal executive body that exercises functions related to the state policy formation and normative legal regulation in the sphere of socially oriented noncommercial organizations support, in this section high emphasis will be placed on realization of the Federal Law No. 40-FZ of April 5, 2010 “On Amendments to Certain Legislative Acts of the Russian Federation Concerning Support of Socially Oriented Noncommercial organizations”.
