A state plan for management training is being implemented in accordance with the Presidential Decree "About the preparation of the managerial personnel for the national economy of the Russian Federation and the Government of the Russian Federation” of July 23, 1997, No 774 and the Resolution of the Government of the Russian Federation “About the preparation of the managerial personnel for the national economy of the Russian Federation in the 2007/08-2012/13 school years" of 24 March 2007, No 177.

The main task of the State Plan is the preparation (tuition in the form of retraining, advanced training and internships) in educational institutions, leading organizations and abroad (including in the framework of mutual exchanges with foreign countries) of management training for the national economy of the Russian Federation. According to experts recommended by organizations of the national economy of the Russian Federation, the task is to prepare a large group in the specialties and areas of Economics and Management (not less than 5000 professionals annually).

Training of specialists in the Program is carried out on two levels: the educational programs of type "B" are to ensure a basic level of managers’ training and project-oriented programs of type "A", which provide a higher level of training.
