FTsP (Federal Target Programme), FAIP (Federal Targeted Investment Programme) and VTsP (Departmental Target Programme)Federal Target Programmes (FTsP)Federal Target Programmes are the efficient instrument to realize the state economic and social policy especially when solving long-term tasks and realizing large infrastructure projects. Precisely such program-project approach is applied in the European Union states, in the USA, Canada, Japan and other countries to solve strategic tasks of economy and social sphere development in cases when it is necessary to concentrate resources to achieve specific goals within the established deadlines. The Ministry of Economic Development of Russia has performed significant work on reforming the federal target programmes institution. This allowed distinguish a range of issues to be solved with the programmes realization, eliminate the possibility of solving local and field tasks at the federal level through the use of such programmes, add them a greater goal direction, provide definite conditions and rules for their development and realization. In accordance with the Federal Law No. 204-FZ of November 24, 2008 “On the Federal Budget for 2009 and the 2010-2011 planning period” (as amended), the total scope of financing of 51 federal target programmes realized in 2009 amounts to 840.76 billion rubles including investment costs 488.32 billion rubles (budget investment scope in the amount of 370.12 billion rubles, and co-financing subsidies for capital construction projects of government property of the constituents of the Russian Federation and municipal property included into the federal target programmes in the amount of 118.20 billion rubles), for RDW – 97.76 billion rubles, expenses connected with miscellaneous demands – 254.68 billion rubles. Attraction of budget funds of the constituents of the Russian Federation and municipal entities as well as of non-budgetary sources in the current year is provided for 42 federal target programmes. The co-financing attraction parameters under the mentioned programmes stipulated by regulations of the Government of the Russian Federation when approving and amending the programmes, amount to 1,232.96 billion rubles (357.95 billion rubles from the budgetary funds of the constituents of the Russian Federation and municipal entities, 875.01 billion rubles from non-budgetary sources). In 2009 the federal target programmes realize: support of education and public health service reforms, judicial system reform, accessible accommodation market formation, agricultural complex modernization and creating conditions for its sustainable development, construction and development of state strategic transport objects, federal support of large transport infrastructure projects, innovation projects and technological programmes realization, support of economic sectors of high innovation potential (aerospace industry, information and communication technologies), etc. Federal Targeted Investment Programme (FAIP) Federal target investment program (hereinafter — “FAIP”) is an integral instrument of the state strategic management system allowing systematic and integrated realization of state priorities of social economic development of the Russian Federation determined in the Letter of the President of the Russian Federation to the Federal Assembly of the Russian Federation, the Budget Letter of the President of the Russian Federation to the Federal Assembly of the Russian Federation “On Budget Policy for 2010-2012”, Principal Directions of Activities of the Government of the Russian Federation for the period till 2012 approved by the Regulation of the Government of the Russian Federation No.1663-r of November 17, 2008. To provide rational and efficient management of the budget investment expenditures and orientation thereof to the final results achievement, the Federal Targeted Investment Programme is formed on the following basis:
Departmental Target Programmes (VTsP) In order to realize the Concept for Reforming the Budget Process in the Russian Federation for 2004-2006, the Government of the Russian Federation approved the Regulation on Development, Approval and Realization of Departmental Target Programmes. The Regulation sets the legislative grounds and instruments for implementation of the management by objectives method of budget planning in the form of departmental target programmes. Application of departmental target programmes instruments in planning activity of the federal state governmental bodies is focused on implementation of competitive procedures when allocation of a part of assumed liabilities budget according to the departmental target programmes estimation results. Pursuant to the Concept for Reforming the Budget Process in the Russian Federation for 2004-2006, departmental target programmes are considered to be the main instrument of the management by objective method concerning expenses planned nowadays by the budgeted principle. |
