The Department for Regional Economic Development Projects is an independent structural subdivision of the central staff of the Ministry of Economic Development of the Russian Federation, responsible for developing state policy and regulation in the sphere of the socioeconomic development of the regions, within the Russian Economy Ministry’s competence.

The Department’s key areas of activity, within its terms of reference, include:

developing state policy for the socioeconomic development of the constituent entities of the Russian Federation;

monitoring and analyzing socioeconomic processes, preparing annual and quarterly reports on the economic condition of the constituent entities of the Russian Federation;

preparing opinions on proposals to implement investment and innovative projects in the constituent entities of the Russian Federation which are vital for the sustainable development of the Russian Federation, along with monitoring the implementation of regional projects;

analyzing infrastructure development opportunities in the constituent entities of the Russian Federation;

preparing proposals on investment-related costs as part of federal target programs for regional development;

developing and implementing regional strategies and socioeconomic development programs, controlling their implementation;

preparing opinions on proposals by budget planning entities in relation to regional and municipal finances;

developing proposals on the economic development of border areas and border cooperation, expansion of interregional and intermunicipal economic relations;

preparing proposals and opinions on the socioeconomic development of Russia’s regions of geostrategic importance, including the Far East and the Transbaikal region;

preparing proposals on the capital construction and functioning of closed administrative and territorial formations;

developing state policy on matters related to the separation of powers between government agencies and local self-governing bodies;

providing assistance to the government agencies of the Russian Federation’s constituent entities and local self-governing agencies on matters related to the governance of regional economic development.
