The Property Relations Department is a structural subdivision of the central staff of the Russian Economy Ministry responsible for developing state policy and providing regulation in the sphere of property relations, as well as control and coordination of the activities of the Federal Agency for the Management of State Property (subordinated to the Ministry), with the exception of issues related to evaluation activities and financial recovery (bankruptcy).

Within its terms of reference, the Department performs the following functions:

• ensuring the development of state policy and providing regulation in the sphere of property relations;
• ensuring the control and coordination of activities of the Federal Agency for the Management of State Property (subordinated to the Ministry), except for issues related to evaluation activities and financial recovery (bankruptcy);
• ensuring the preparation of regulative documents related to the management of federal property, including matters related to the privatization of state property, managing federal state unitary enterprises and joint-stock companies where shares are in federal ownership, as well as federal property outside the Russian Federation; registering rights to cultural heritage assets of federal importance, transferring federal property to the state ownership of the constituent entities of the Russian Federation (municipal property), transferring religious property to religious organizations, and involving federal property in civil transactions;
• organizing work to enhance law-enforcement activities related to the management of open joint-stock companies where shares are in federal ownership, including the introduction of the positive experience of corporate governance, development of an institute of professional directors, as well as the coordination of cooperation between the Ministry and such persons;
• ensuring the preparation of a prospective plan (program) for the privatization of federal property for the planned period, and also controlling its implementation by the Federal Agency for the Management of State Property;
• overseeing the preparation of draft resolutions for the creation of vertically integrated structures, holding companies and corporations, and participating in the management thereof, except for those already operating in the financial and lending sphere or in the sphere of natural monopolies;
• participating in the consideration of proposals on selling land plots by the Federal Fund for Housing Construction Assistance;
• ensuring, in cooperation with the Federal Agency for the Management of State Property and the Ministry’s structural divisions, the preparation of draft resolutions to modify the list of strategic enterprises and joint-stock companies, as well as the draft resolutions by the Russian Government to modify special lists of open joint-stock companies, other draft resolutions related to the management of federal property, the submission of which to the Russian Government falls within the Ministry’s competence.
