Andrey Klepach

Deputy Head of the Ministry of Economic Development and Trade of the RF (Russian Federation) since February 2008. Head of the Department of Macroeconomic Forecasting of MEDT (Ministry of Economic Development and Trade) (2004—2008), Executive Director of Economic Studies Foundation “Development Centre” (1999—2004). Candidate of Economic Sciences.

Andrey Nikolaevich Klepach was born on March 4, 1959 in Moscow.

In 1981 А. N. Klepach graduated from the Faculty of Economics of Lomonosov Moscow State University (MSU) having obtained a profession of economist and teacher of political economy. From 1981 to 1984 А. N. Klepach pursued postgraduate studies and in 1987 he defended a dissertation having obtained a degree of Candidate of Economic Sciences. Up to 1991 А. N. Klepach worked first as an assistant and then as a head teacher of the Political Economy Department of the MSU Economic Faculty. In 1996—1997 А. N. Klepach was a docent of the Department of Economic Problems of Modern Capitalism of the MSU Economic Faculty.

From 1991 to 1998 А. N. Klepach worked at the National Economic Forecasting Institute of RAS, where he was a leading research associate and then a laboratory director. Simultaneously with research activities А. N. Klepach was engaged in consulting: In 1995—1997 А. N. Klepach was an adviser of the Russian-European Centre for Economic Policy. In 1999—2004 А. N. Klepach held the office of Executive Director of Economic Studies Foundation “Development Centre”.

In October — December 1997 А. N. Klepach was an expert in the Investigation Department of the Central Bank of Finland, and in June — October 1998 — a Director of the Investigation Department of the Central Bank of Russia (CBR).

In April 2004, by order of German Gref — Head of the Ministry of Economic Development and Trade of the RF (MEDT) — А. N. Klepach was appointed as Head of the Department of Macroeconomic Forecasting of the Office. А. N. Klepach remained in his office after September 2007, when Elvira Nabiullina took the lead of MEDT.

In February 2008 А. N. Klepach was appointed to the office of a Deputy Head of the Ministry of Economic Development of the Russian Federation to administer the issues of forecasting, developing the economy sectors, strategic planning, and budgeting.

Since 1990 А. N. Klepach has been participating in developing annual forecasts of development of the Russian economy and industry branches, as ordered by MEDT, Ministry of Finance of the RF and State Duma. А. N. Klepach is an author of more than 50 scientific publications; he has been rewarded with a Certificate of Honour of the RF Government.

Functions:

1. To ensure performance of the Ministry’s functions on formulating the state policy and regulatory affairs on:
   • analysis of and forecasting social and economic development;
   • developing and implementing programs of social and economic development of the Russian Federation;
   • statistical activity of the state.
2. To ensure:
   • monitoring and analysis of social and economic processes, developing annual, quarterly and monthly reports on the economy status;
   • developing state forecasts of social and economic development of the Russian Federation and of branches and sectors of economy and consumer market for a short-term, middle-term and long-term periods, and a forecast of the global economy development;
   • developing forecast analyses of general economic indicators of the system of national accounts, inter-industry balance and other balances;
   • developing a forecast of the budget system and money-and-credit sphere of the Russian Federation, and issues of methods for their shaping;
   • analyzing and forecasting development of the consumer market sphere of the country, including retailing and chargeable services to the public according to their individual types;
   • analyzing dynamics of consumer prices for certain types of goods and services;
   • forecasting economic parameters of the state arms program;
   • developing a forecast of the social and economic development of the Union State;
   • preparing middle-term and long-term strategies and plans of social and economic development of the country, monitoring and analyzing performance of the plans of actions (arrangements) of the Russian Federation Government on execution of plans of social and economic development, annual messages of the Russian Federation President to the Federal Assembly of the Russian Federation, arrangements on increasing the Russian economy sustainable development, generating annual and quarterly reports on their execution;
   • coordination of activities of government bodies and state-owned corporations, when developing and implementing state-run programs of the Russian Federation;
   • methodological guiding development of state-run programs of the Russian Federation and preparing methodological instructions on development and implementation of state-run programs of the Russian Federation;
   • developing suggestions on making changes to the list of state-run programs of the Russian Federation;
   • generating suggestions on redistribution of federal budget expenditures on implementation of state-run programs of the Russian Federation;
   • coordination on arrangement of the Ministry’s work on state-run programs of the Russian Federation;
   • preparing a consolidated annual report on the progress of implementing and assessing the efficiency of state-run programs of the Russian Federation;
   • arranging activities on taking part in formulating the state policy and regulatory affairs on improvement of the budget system, budgetary process and budget-related laws;
   • generating suggestions on development of the state strategic planning of social and economic development of the Russian Federation;
   • generating suggestions on increasing the efficiency of the government bodies’ work and effectiveness of spending the federal budget funds;
   • coordination of works on execution of projects on realizing the Principal Directions of the Russian Federation Government Activity for the Period Until 2012, and preparing reports on the progress of implementing projects on realizing the Principal Directions of the Russian Federation Government Activity for the Period Until 2012;
   • preparing a draft consolidated report on the results and principal directions of the Russian Federation Government activity, preparing draft annual reports of the Russian Federation Government on the results of its activity, including on the issues raised by the State Duma of the Federal Assembly of the Russian Federation;
   • preparing a report on the results and principal directions of the Ministry’s activity;
   • methodological guiding the development of reports on the results and principal directions of the budget planning entities’ activities as to setting purposes, objectives and performance indicators of the budget planning entities, and development of guidance materials in cooperation with the Ministry of Finance of the Russian Federation to prepare reports on the results and principal directions of the budget planning entities’ activities;
   • preparing opinions of reports on the results and principal directions of the budget planning entities’ activities as to setting purposes, objectives, budget target programs and performance indicators of the budget planning entities and presenting the same to the Government Committee for Assessing the Effectiveness of Federal and Regional Government Bodies’ Activity, as well as preparing opinions on the issues of effectiveness of the budget planning entities’ activities as to achieving the objectives of the Russian Federation Government activity;
   • arranging works on formulating the state policy and regulatory affairs on support and development of civil society institutions, activities of social-oriented non-profit organizations, including organizations performing charitable activities;
   • coordination of works in the Ministry on creating a single vertically integrated state-run automated management system;
   • Ministry’s participation in shaping a policy of developing the economy sectors: industry and fuel and energy complex, transport complex and agriculture;
   • developing, applying and introducing the Russian National Classifier of Economic Activities, Products and Services, Russian National Classifier of Economic Regions, and Russian National Classifier of Economic Activities;
   • agreeing upon the official statistical methodology to be stated and approved by official statistical recording authorities, submitting a federal statistical work plan project to the Russian Federation Government;
   • coordination of matters on preparing uniform guidance materials and work schedule on generating a project of the State Arms Program for 2011 — 2020;
   • introducing draft regulations on the issues of carrying out All-Russian Population Census, All-Russian Agricultural Census, and other statistical observations to the Russian Federation Government.
3. Directly to coordinate and control work of the Joint Department of Macroeconomic Forecasting, Strategic Program Management and Budgeting Department, Department for the Development of Economy Sectors.
4. To coordinate and control work of the Federal State Statistics Service, State Institution Macroeconomic Research Institution, and State Research Institution Council for Productive Forces Study.
