On December 26, 2006, German Gref, Minister for Economic Development and Trade of the Russian Federation, made a working visit to Dubna and Zelenograd to get acquainted with implementation of projects aimed at establishing special economic zones
Mikhail Mishustin, Head of the Federal Agency for Management of Special Economic Zones, Mikhail Rychev, Deputy Head of the Agency, and heads of Moscow and Moscow Region territorial offices of the Federal Agency took part in the on-site conferences.
In his speech at the conference, German Gref noted, "The year of 2006 is the crucial starting point of the avenue towards establishing special economic zones (SEZs). I believe we have coped successfully with the first stage. There exists a clear understanding of what infrastructure and by what time should be created. In general, I appraise positively the efforts undertaken this year."
As to the special economic zone in Dubna proper, German Gref stressed that the process of SEZ creation had reached a «well advanced stage». Also, he emphasized that projects aimed at establishing SEZs in Tomsk and Tatarstan featured good progress as well. In the Dubna-based SEZ, a number of new residents have been registered, e.g. the Dubna-Sistema Management Company OJSC that deals with development of novel materials and technologies for fabrication of flexible printed circuits for various business lines of the AFK Sistema Company (including the Citronix concern), and the Luxsoft Dubna LLC involved in software development and testing.
As for the Dubna-based SEZ, the design of a water conduit #500 from the left-bank pumping & filtration plant to the Russian IT Center site has been completed. The design and estimate documentation is currently being passed through the approval and expert review procedure. Also, the following activities are underway: reconstruction of sewage and treatment facilities to raise the capacity from 36.0 thousand m3/day to 52.0 thousand m3/day; construction of the 3rd line of the right-bank pumping & filtration plant to raise the capacity by 5.0-7.0 thousand m3/day; construction of the central distribution substation for microdistricts ## 1-2.
Tenders for construction of a protective dam and a drainage system were held, after which the design of these facilities and left-bank site development was started.
As far as transport infrastructure facilities are concerned, the design and estimate documentation for reconstruction of the GES-191 dam bridge has been approved, a bridge crossing across the Volga River, reconstruction of the tunnel beneath Canal of Moscow flood-gate #1, the street and road system of the first part of the left-bank site are currently under design. The design & estimate documentation for the lead system of the left-bank site street and road system (2.3 km) has been submitted for expert review.
The design of the Russian IT Center for innovation and technology related activities has been completed (SEZ left-bank site).
The Zelenograd-based SEZ is located on a 2-ha site.
By now, a contract of lease has been entered into between the Territorial (Moscow City) Office of the Federal Agency for Management of Special Economic Zones (RosOEZ) and a resident, ZITTs OJSC, for a 1.4-ha land plot to complete the construction (by the resident) of the 3rd line of the Technology Village with a total surface area of up to 24 thousand square meters.
The following activities have been implemented within the framework of developing the Zelenograd-based SEZ's comprehensive infrastructure:
- A composite structure of the SEZ's utility systems has been developed, tenders have been held, contracts have been signed and the financing of the design & exploration work for SEZ site infrastructure facilities has been commenced, including:
· a RetrainingCenter with a surface area of 8 thousand square meters;
· an InnovationCenter ("Business Incubator") for 8 thousand square meters;
· a standby 6-MW power supply source.
Comprehensive design work related with heat, water, electric power supply, road and sewerage networks is being performed.
During the conference, German Gref summarized the results attained in 2006 and voiced his hope that starting from 2008 investors would be offered a practically full range of services at the Zelenograd SEZ site.
