The 1stRussian Federation - ASEAN Summit was held successfully on 13 December 2005 in Kuala Lumpur, Malaysia.
The President of the Russian Federation V. Putin and the ASEAN leaders concluded the Joint Declaration of the Head of the Russian Federation and the Heads of States/Governments of the Member Countries of ASEAN on Progressive and Comprehensive Partnership, which will pave the way for enhancement of the Russia-ASEAN Dialogue relations in a multi-dimensional manner.
Before the afore-said Summit the Russian-Federation - ASEAN Economic and Development Cooperation Agreement was signed on 10 December 2005 in Kuala Lumpur, which will further strengthen dialogue economic relations and development cooperation in mutually beneficial areas such as economic and trade cooperation, industry and power engineering, infectious diseases, education, tourism, agriculture, transportation, energy, science and technology, including information and communication technologies, disaster management and emergency preparedness, human recourses development and people-to-people interaction.
In order to implement the Joint Declaration and the Economic Agreement in a purposed and focused manner, the Leaders of the Russian Federation and the Member Countries of ASEAN adopted a Comprehensive Programme of Action signed on 10 December, 2005, in Kuala Lumpur, and tasked their Ministers to oversee its implementation in an early and concrete manner.
The high-level meeting noted the suggestion that the Russia-ASEAN Summit be held annually.
The Heads of States and Governments of the Member Countries of ASEAN supported the early accession of the Russian Federation to the WTO.
Following the talks between the Russian President V. Putin and the Malaysian Prime-Minister Ahmad Badawi, Russian Foreign Minister S. Lavrov and Malaysian Minister of International Trade and Industry Rafidah Aziz signed a protocol on the completion of talks regarding Russia?s accession to the WTO in the presence of two Country Leaders.
During the meeting with the Russian Federation President V.Putin, the President of Philippines Gloria Macapagal Arroyo confirmed also her intention to sign the protocol on the completion of talks regarding Russia's accede to the WTO. The said protocol will be signed at the 6th WTO Ministerial Conference which opened on 13 December, 2005, in Hong Kong (the PRC).
