COMMUNICATION ON THE OPEN BID PROCEDURE FOR THE RIGHT TO CLOSE THE CONCESSION AGREEMENT ON DESIGN, CONSTRUCTION AND OPERATION OF THE WESTERN HIGH-SPEED DIAMETER MOTORWAY IN ST.PETERSBURG, RUSSIA

Pursuant to the decision to close the Concession Agreement with respect to the Western High-Speed Diameter (WHSD) motorway in St. Petersburg (approved by the Decree of the Government of Russia d.d. 31.10.2006 No. 1494 and the Decree of the Government of St. Petersburg d.d. 01.11.2006 No.1344), the Bid Evaluation Committee herewith notifies of the forthcoming open Bid Procedure for the right to close the concession agreement on design, construction and operation of the Western High-Speed Diameter motorway in St.Petersburg.

At the closing and performance of the Concession Agreement with respect to the WHSD, Grantor is represented jointly by: Russian Federation, represented by the Federal Road Authority (Rosavtodor): 4 Ul. Bochkova, Moscow, 129085, phone: +7 495 6862033, and subject of Russian Federation - the city of federal significance - St. Petersburg, represented by the Government of St. Petersburg: Smolny, St. Petersburg, 193060, phone: +7 812 5766094.

All communication in relation to the Bid Procedure should be directed to the Bid Evaluation Committee on Bid Procedure for the right to close the concession agreement with respect to the WHSD motorway: 1-3, Pervaya Tverskaya-Yamskaya, Str., Ministry for Economical Development and Trade of Russia, Moscow, 119121, tel: +7 495 290 09 30, fax: +7 495 248 84 51.

The Bid Procedure will have two stages: pre-qualification and bid competition.

The duration of the Concession Agreement is 30 years following the date of its signature (subject to provisions of the Concession Agreement as its possible change).

Prospective Applicants, before being entitled to receive the Bid Instruction Document, have to apply in writing to the address of the Bid Evaluation Committee (1-3, Pervaya Tverskaya-Yamskaya, Str., Moscow, Bid Evaluation Committee on Bid Procedure for the right to close the Concession Agreement with respect to the "WHSD" motorway), also identifying their authorized representative and the method of delivery of the Bid Instruction Document (by post or courier) at the address of Bid Evaluation Committee Secretariat (19, Trubnikovskiy Per., Moscow), weekdays from 09:00 till 18.00 from 17.11.2006 till 19.01.2007.

Within five working days from the receipt of the written request for the Bid Instruction Document the relevant Applicant will be provided with VOLUME 1. General Documents for the Bid Procedure and VOLUME 2. The Pre-Qualification Procedure of the Bid Instruction Document.

Applications shall be submitted in sealed envelopes to the Bid Evaluation Committee with a remark: "APPLICATION FOR THE BID PROCEDURE FOR THE RIGHT TO CLOSE THE CONCESSION AGREEMENT WITH RESPECT TO THE WESTERN HIGH-SPEED DIAMETER MOTORWAY", weekdays from 09:00 to 18:00, from 17.11.2006 till 28.01.2007 and from 09:00 to 12:00 29.01.2007 to the address: Pervaya Tverskaya-Yamskaya, Str. 1,3, Moscow, Russia. The deadline for submission applications is 29.01.2007 at 12-00. By the moment of submission the Application, the Applicant must provide the Deposit and the Application Bond as provided for in the Bid Instruction Document.

Please note, that in case of any discrepancies between the Russian and English versions of the Bid Instruction Document, the Russian language version of the Bid Instruction Document takes precedence (according to the Federal Law "On Concession Agreements" d.d. 21.07.2005 No.115-FZ ).
